This item is NOT new - It looks to be used judging by how the wires were clipped - I tested the unit with a multi-meter and I get continuity between the top terminal with the red wire and the bottom two terminals depending on which way the switch handle is moved so I think the unit is functional - I do not know it's history as it is an Estate Sale item - Box shows wear and damage
